California ammo law ..... 2011

There has been so much written and discussed on this that when I try and do a search it just leads on and on....I have one specific question about the law that is scheduled for Feb. 2011 for ammo sales and purchases.

What is the status of private party transfers of ammunition from one private party to another private party....both in state residents?

Will it be legal for me to sell, swap or give ammo to my neighbor without all the fingerprinting, records, etc?

Not asking about out of state shipping or any of the other stuff that is pretty clear..I just cant seem to pin down the direct sale from private party to private party..

Private party is not affected at all - all the regs are for businesses.

PC 12060:

(c) "Handgun ammunition vendor" or "vendor" means any person, firm, corporation, dealer, or any other business enterprise that is engaged in the retail sale of any handgun ammunition, or that holds itself out as engaged in the business of selling any handgun ammunition.

If you are not a business, this does not apply to you.

Many thanks...Like a former President parsing over the meaning of "is"....I wondered if they had tacked on some added meaning to "vendor"...Vendor can mean "seller" in one sense and Commercial Vendor would mean something else....so now I got the answer...guess I'm looking for snakes under every rock but hard not to do that these days...thanks again
