Great article/paper from Don Kates!

I just found this (it was linked in one of Genes posts to a different article) and thought it was an interesting read.

Seems a lot of what is in here is what is starting to happen with respect to the 2A and brings up some interesting questions on things like confiscation of handguns (i.e. can the government confiscate handguns and pay the owner "fair market value").

I see that is is dated 1983 at the top, is that the year it was written/published?
