LA county BLM land shooting legalities

So Ive heard plenty of people say its illegal to discharge a firearm in LA county BLM lands, and Ive heard from others that is in fact legal to shoot in LA county BLM lands.

Im just curious is there a penal code or anything that states it is or isnt legal to discharge a firearm in LA county BLM land.

Is that map current? I see a few white areas where it's supposed to be ok to shoot.

Looks like there is only a very small area to shoot in unless you are hunting.

Seems like a lot of the white areas are pretty much inaccessible.
