Second candidate for Contra Costa County Sheriff announced

A race in Contra Costa for sheriff

Concord Police Chief Dave Livingston now has an opponent in his bid to succeed Contra Costa County Sheriff Warren Rupf: sheriff's Lt. Brian Kalinowski.

Kalinowski, 41, who has served on the Antioch City Council since 2000, said the citizens of Contra Costa deserve an insider who is familiar with sheriff's operations. Supporters of Livingston point out that he has a law degree and has also served as Pleasant Hill police chief.

"The sheriff's office is not like municipal police agencies," Kalinowski said. "I think an outsider coming in who's jumped and worked at several different agencies doesn't have the commitment and passion of the agency and its traditions and historical perspective."

The 16-year department veteran and married father of two said he isn't worried that Rupf has endorsed Livingston. "That gives me the ability and flexibility to make the business decisions that need to be made to more efficiently run the organization," Kalinowski said.

Kalinowski now commands the Marsh Creek jail in Clayton and an alternate jail in Martinez. He has previously investigated crimes in San Ramon, including the case in 2006 of the two kids left home alone while their parents went for a trip to Las Vegas. At the time, San Ramon police services were handled by the sheriff's office.

Wow I just about spewed the contents of my coffee cup all over the screen. Kalinowski, on the Antioch City Council. *That* Antioch that has had an increased and ongoing gang / drug / violence / shootings problem for the past 10 years, esp the last 5.

Also, a couple years ago a survey was taken in Antioch. They only had a few dozen people take it. A bunch of blue-haired old ladies thought that the problem with Antioch was "blight," and focused on people's boats and RVs in their driveways as the main culprit. The city took this seriously and started ticketing and fining people who were in violation. It ended up in a big stink for months in the City Council. Kalinowski sided with not allowing RVs and boats in driveways.
