That is pretty much standard operating procedure anytime a new sheriff moves into town. I don't think she's trying to be intentionally mean or rub people the wrong way (even though it always does!) Alot of politics and games are played when there is an FNG at the head of the table. Upper brass usually hates when someone isn't promoted from within. Not knowing if the undersheriff, assistant sheriffs, and other deputy chiefs will be loyal and subordinate to her, all new sheriffs usually bring in their old team because of the fierce loyalty, no backstabbing, and no sabotaging between the county, the supervisors, and dept ranks itself.
