Recognizing your support for the Second Amendment, I wanted to update you on several important pieces of legislation in Congress I have recently cosponsored.
As you might know, despite the fact that 48 states have laws permitting the concealed carry of firearms, very few honor all out-of-state permits. This restricts the ability of law abiding citizens to travel freely with licensed firearms. In order to ensure this policy is consistent nationwide, I have cosponsored H.R. 197, the National Right-to-Carry Reciprocity Act. This legislation allows any person with a valid carry permit or license to carry that concealed firearm in any other state if the permit holder meets certain criteria.
In addition, I have also cosponsored H.R. 1074, the Firearms Interstate Commerce Act, which would revise several currently outdated restrictions on interstate firearms business, including allowing individuals to buy firearms from licensed dealers in another state. H.R. 1074 also allows firearms dealers to do business at out of state gun shows.
Lastly, in recognizing that many veterans lawfully acquired war trophy firearms but may not have the documenting paperwork, I have cosponsored H.R. 422, the Veterans' Heritage Firearms Act of 2009. This legislation provides a 90-day amnesty period during which veterans and their family members could register firearms acquired overseas without fear of prosecution. This legislation further permits public museums to possess machine guns for display purposes.
