This is quite common. Some stores even have managers conducting periodic drawer audits to ensure that employees are dropping more than $40 or so in $10's and all $20's into a lock box mounted under the register. I'd guess that half the places that won't make change do so for erroneous reasons (they fail to realize the order is large enough that they will be able to make change in $5's) while the other half are worried about counterfeit bills - which is the reason our relatively dignified old currency is being replaced by monopoly money.

Thats fine they don't have to serve me at all and they would not have been serving me if I was informed about this policy prior to ordering.
On the bill it clearly states that it is legal tender for all debts, public and private. Why would they rather waste $30 in food than just take the $50 bill?

There is no debt involved in a retail transaction of this type. Currency is legal tender for all debts, not all transactions.

You have a similar situation when somebody tries to pay with a bucket full of pennies, they don't have to take'm.

I'd argue that absent notification, such a sign posted in plain view, the establishment must accept ANY legal form of payment you present. Basic contract law...there was an offer, consideration and acceptance. The establishment offered to sell you a sandwich(es) for a specific price, you considered their offer and accepted. When you offered to fulfill your end of the contract they attempted to change the terms and specify a specific form of payment.
