Hey guys my buddy is a leo and bought an xdm but wants to sell it to fund the purchase of an hk45 does he have to sell it to another leo or out of state or can he sell it to his best friend in the whole wide world ME!!

Your buddy can PPT to any CA resident not prohibited from owning/possessing firearms.

So, yes, he can sell it to you.

However, he can not sell/give you the large capacity magazines.
He can give you magazine parts, that you can use to make permanent 10 round magazines.

Here's a thread in the handgun forum on how to convert the large capacity XDm magazines into 10 round magazines.
