Does ammunition need to be declared at the airport?

Short Question: See the title.

Long Question:

Background: I gave my dad a box of Federal HST .45 +P ammo, and when he tried to check it in his luggage on a domestic flight with US Airways (flying out of SFO), he was told that it needed to be in a locked hard sided case as if it were a firearm.

This goes against US Air's policy here

That said, a friend of mine that works for American Airlines said that (regardless of packing requirements) ammunition needs to be declared in your checked luggage by federal law.

This surprised me, as I thought only firearms needed to be declared (after all, it is a firearms declaration).

I decided to dig around on the TSA website, and the answer isn't clear.
The TSA page on "special items" says nothing about declaring ammo: link
But this other TSA page says you need to declare ammo: link

I tried tracking down the laws down here: http://ecfr.gpoaccess.gov/ (Title 49, Section 175), but I wasn't able to find anything stating that ammunition needs to be declared.

Where is the law that requires you declare ammo when traveling by air domestically?

From the TSA site (http://www.tsa.gov/travelers/airtrav...d-items.shtm):

"Ammunition - Check with your airline or travel agent to see if ammunition is permitted in checked baggage on the airline you are flying. If ammunition is permitted, it must be declared to the airline at check-in. Small arms ammunitions for personal use must be securely packed in fiber, wood or metal boxes or other packaging specifically designed to carry small amounts of ammunition. Ask about limitations or fees, if any, that apply. Read our Firearms & Ammunition section."

Why make things complicated. Its just as easy to declare both. Ammo need to be in their original pack or in an approve container (I guess the idea is to keep em from banging around each other)
