Sounds like they want the LEOs to do no knocks with GVROs.
I can see it now... neighbor doesn't like your guns so you get SWAT'd at 4am without warning. I don't think that is going to end well for someone.

Is there anything to prevent someone (a politically motivated anti-gun coworker for example) from filing a bogus GVRO against you?

No.

Are there any checks to make certain that the GVRO has even so much as 0.000000001% validity?

No.

Are there any realistic penalties for filing a bogus GVRO?

No. (When was the last time anyone was successfully prosecuted for perjury?)

AB-12 passed Senate Committee on Public Safety on 6/18 as amended.

Date that the bill goes into effect set for 9/1/2020.
LEOs can personally petition for GVROs on behalf of their agency.
Makes various technical changes (someone want to sleuth through this?)
