Did the doj confirm yet all home builds must have snum + make+ caliber+ city state + manu name or is this speculation at this point? Could snum alone be enough for 2018? Talking about 80% lowers completed and fully assembled with bullet buttons prior to EOY (12/2016).

Do you actually think the sponsors of this year's CA law that mandates serial numbers were aware of the ATF regs or did any other sort of preliminary research??

No. But at some point someone must come along and confirm the serial number criteria for pre-2017 builds.

CA DOJ BOF has not released the finalized regulations that govern this and most likely will not until sometime in 2017-2018.

What is known is CA DOJ BOF will not currently accept a registration submission without a manufacturer's name, manufacturer's city/state/country of origin, firearm model designation, firearm's caliber, and firearm's serial number.
