Enhancement for stealing a RAW?

Just wondering if anyone knows if a felon is caught in the possession of a CA RAW, is that worse than possessing a non CA RAW? Not that it even matters because its not going to stop a criminal. But seeing as CA is loosening up on criminals because of overcrowding then this may land more on 3rd strikes.
