    If they can stop prop 66 before it takes effect...

    Why can't they stop the new anti-gun laws? I just saw in the SF Chronical that the State Supreme Court blocked prop 66 for 5 weeks. Why do we have to wait for the gun laws to take effect before we have standing? Or is it because 66 took effect immediately (not sure if that's true)?
