When you make the original report you simply describe in detail to the officer the "featureless" parts of the rifle...
In addition to type, make, model, caliber, color, serial number and such there is additional space on report form for "misc description" of the firearm.
In that box simply have to officer add "black kydex grip wrap"...Or what ever made the rifle "featureless"...
If the firearm was to be recovered, and it now lacked the "black kydex grip wrap" it would be easy to show that the firearm was in a legal configuration when stolen, and had been modified after that time...
The only issue would be the agency could not release the firearm in a "illegal" configuration, so prior to release the owner would have to provide the agency with whatever item, such as a "grip wrap " to once again make the firearm featureless..
A giant headache for the owner and the agency...
The Officers I have talked to are just as upset about the new laws, and are very frustrated because of all the new and burdensome regulations...
I really feel sad for California gun owners....
