Ca DOJ Firearm Ownership Report?

If someone who can legally own a firearm in Ca has purchased a Ca legal firearm from a private party in the past but not had the purchase registered at the time are they going to be prosecuted if they attempt to comply now and have the firearm registered by completing this report?
