Don't know about Gavin's mess but as far as SB 1235, you'll be able to purchase ammo in person without the DOJ BG check is what the bill says. I am still wondering if our buddies at Cabelas and SG Ammo will take pity on us and still ship FFL03 + COE holders ammo to our doors?

03 is easy. Literally you fill out the form, enclose payment or payment info, mail it in, and mail the second copy to your local chief law enforcement officer. I sent mine off a few months ago and received my form in just under a month.

COE is just paperwork, payment, and a fingerprinting/live scan.

A simple search will walk you through it, highly recommend getting them, then you can have C&R long guns mailed straight to your door, as well as cash and carry at gun shows for any non-handgun C&R in California, and cash and carry any C&R out of state. You are required to keep a log of all C&R purchases, and California DOJ requires you register via a form once acquired.

Should cost you about $128 for 03 FFL ($30), CoE, & Live Scan ($54DoJ, $19 FBI, $25 Live Scan Operator).

I will renew my FFL03 + COE and will have to pay it even if I am done buying C&Rs. This state is going to get your money and make you jump through hoops no matter what you do.
