    The 2000 RAW registration form

As of now, nobody knows what the 2017 RAW registration form will look like, and what kinds of information will be required.

    Please keep speculation to yourself.

Cinynles was kind enough to post a copy of the 2000 registration form (see post #3 below) for your viewing pleasure, take from that what you will.

Settle down, folks. The new "ghost gun" regulations probably don't do what you think they do.

Another item of note about form FD 023:

    (c) Joint registrations will be permitted for assault weapons owned by family members residing in the same household.

Might as well chop your nuts off and mail them in with the application too.

IF you are married/domestic partnership and choose to register, do NOT for get to do this.

I registered my Colt Sporter this way the first time around and included my wife's name on the form. Went through just fine and now either one of us can shoot a real AR-15 style .556 with a real magazine release. Plus if one of us dies first, the other has the chance to dispose of it as we choose, not the Kalifornia Legislature......

Why do they do this? Because they HAVE to. A firearm is community property......

If you register stripped lowers for future builds, what to you use for barrel length? Can you change the barrel length down the road?

I think it will be pretty much the same as FD 023. It doesn't look like a thumb print will be needed with the new registration, as it states it will be done electronically.

It also doesn't look like you would sign it if done electronically. The big issue with the signature part is the "declare under penalty of perjury". I'm sure many of us have a rifle we bought years ago and can't remember the date we got it or from what shop. This was just a standard long gun DROS prior to 2014.

Here's what the new law requires from the text:

              (b) (1) Any person who, from January 1, 2001, to December 31, 2016, inclusive, lawfully possessed an assault weapon that does not have a fixed magazine, as defined in Section 30515, including those weapons with an ammunition feeding device that can be readily removed from the firearm with the use of a tool, shall register the firearm before January 1, 2018, but not before the effective date of the regulations adopted pursuant to paragraph (5), with the department pursuant to those procedures that the department may establish by regulation pursuant to paragraph (5).

              (2) Registrations shall be submitted electronically via the Internet utilizing a public-facing application made available by the department.

              (3) The registration shall contain a description of the firearm that identifies it uniquely, including all identification marks, the date the firearm was acquired, the name and address of the individual from whom, or business from which, the firearm was acquired, as well as the registrant’s full name, address, telephone number, date of birth, sex, height, weight, eye color, hair color, and California driver’s license number or California identification card number.
And I think the DOJ uses 0000 to signify multi-caliber, but it's been several years since I look into this.

I think this is going to be an area of concern. A stripped lower doesn't meet the new definition of AW. So can you register any gun you want with the intent of making it an AW? Could you legally build it into an AW after 1-1-17 because you registered it as such, or is this manufacturing?

Not that anyone would technically know what configuration your firearm was in when you registered it.

What about "80%"? And how do they know what you have built? And what if you forgot who you bought a AW from?

They've said that it will be an online-only registration process. What I'm wondering is when it will go live and whether or not it will be plagued by convenient "problems" such as crashes etc.

Theoretically it will go live on the 1st of the year. As far as "problems" go, it's certainly possible. For example, I heard that in 2000, a paper form was the only option for the first 51 weeks or so, and people were having an extremely difficult time obtaining the forms. They finally put the form online only a couple days before the window closed.

And then there's the healthcare marketplace fiasco....

Here is a photo of eager beaver Calgunners lining up to turn in the registration forms - some even turning over their pistols and assault rifles!

I don't think anybody is excited about registering. We're just trying to provide as much information as possible so that people can make informed decisions about how to move forward. This thread is for facts about how the registration process happened in 2000, please reserve your pointless sarcasm for the off-topic forum.

Cindynles, what goes in those 3 big redacted boxes in the first half of page 2? Were those just fields for listing weapons, the same as the 2 fields right below it?
