First of, want to be clear that I am not for illegal immigration. But this one, I think it may make some sense. Most of the illegals dont have insurance. So if there is anything wrong, they go to emergency/urgent, clogging the system, running up big bills and never pay... equivalent to free care. If they can now participate in the insurance, pay their 'fair' portion, then maybe there will be less you and I have to support.

The solution is to have the emergency rooms turn them away, obviously.

It's never ending the amount of support given to illigals. I'm in construction and have seen the affects of illigals. People always like to say they do jobs that white people don't want, bull****, the job sites are almost entirely mexican. Jobs that Americans want. Contractors don't fear being fined because it almost never happens. There are ways to curb the influx by way of enforcement, but the government has no interest in doing anything. Instead giving more and more.

This will simply allow hospitals to bill insurance agencies for services provided to undocumented individuals, previously they could only sell their uncollected debts to collection agencies for pennies on the dollar. The burden of the increased cost is passed on to those who actually pay a premium for their coverage - if you qualify for Medi-cal, depending on your household income you may have a small share-of-cost.

On a side note, CA legislature also decided to terminate the MFG laws: children born to families receiving CalWORKS/TANF will be able to qualify for additional grants effective 1/1/17.
