Can I just GIVE a gun to an out of state person?

    Can the gun owner drive up, let her borrow it (with a note) for any period of time, leaving it up there with her to use/carry while the owner returns home?

    You know, the "loaner" program?

      only one FFL is required, the one in the recipients state that will actually transfer it to the recipient. The giver could personally deliver it, ship it personally, or have a local FFL ship it for him. There is no specific requirement how it gets to the recipient's FFL, other than no mailing handguns through the mail for non-licensees, and that some FFLs will only accept shipments from other FFLs. That is not law, just a personal policy that some FFLs have.

        I meant to word it differently. He could mail it there for when goes up there for his next trip; but if she wants to carry it then she probably can't just borrow it.

          Let me digest this one.
          Your sister is going to carry it for PD.
          Before I transferred her a gun. I would make sure she has obtained a CCW Permit.
          I love my family, but I would not transfer a handgun to anyone of them if they wanted to carry for PD until they had a CCW Permit and training.
          I would not want anything coming back to me if they used it and was not licensed or TRAINED.
          They need to know the aftermath possibilities of a shooting.
          If your sister is in danger. Sell the one you have and wire her the money and let her do the right thing hopefully.

          I am all for gun rights and ownership.
          I do have a CCW, not valid in this state.
          I do carry when I can legally.
          I am also trained!!

            Nope, that won't work either.

            You can loan a firearm to somebody from another State, but the loan must be for temporary use and for "lawful sporting purposes."

            The Feds do not consider self defense to be a "sporting purpose".

              Still not legal, the recipient has to be one of two things.

              1. Legal owner of said firearm.
              2. An FFL.

                Oakdale's Guns & Ammo store will do the FFl for $47, that's $18 less than I've been paying in Modesto. So, for all practical purposes, its a done deal. She'll get the gun legal and I'll be rid of a safe queen.
                Things usually turn out best for those who make the best of how things turn out.

                  Is Oakdale's Guns & Ammo an FFL that is local to you or to your sister? You can ship it to your sister's local FFL yourself, but it would probably cost you more than $47 in UPS or FedEx overnight shipping fees. So having your local FFL ship it for $47 was a good idea, since they can ship it for less with either the Post Office or UPS "Second Day Air".

                  Your sister's local FFL is also going to charge something to receive and transfer the gun.
