    Re-manufacture/ re-print 80% lower

I know manufactures are allowed to take a completed lower, destroy it, and remanufacture that same lower with the same serial number. IE; damaged lower, send it off to get reprinted by manufacturer and they send it back to you.
-this is mainly in regards to the new AW ban (if passed), but still releavent regardless.
Can a non-manufacturer destroy a legally owned serialized lower, and re-print another, new lower with the same serial number?
-this would be mainly helpful if the new ban passes and one of our serialized 80% lowers gets damaged beyond repair.

[Speculation] If the damaged lower was factory made, the manufacturer owns that serial number. When you register, the manufacturer's name is part of the deal.

If you make a lower and add a serial number, and that is destroyed, replacing it with an identical part seems much less onerous. [/speculation]
