The bulk of the taxes paid in CA are paid by a very small minority.

I looked at this once and something like 40% of taxes were paid 145K people and then 70-80% were paid by 1.4 million people out of like 15 million taxpayers and 40 million people. wouldn't take very many high income people leaving to put the state in fiscal trouble.
