Can one hunt Elk on private property?

I have a buddy who owns private property. His land is A+ for hunting, Ive taken a giant pig and he's taken a bunch of deer. My question is: Are there tags available to hunt Elk on his property. Ive heard about PLM tags but I don't know if you can hunt Southern Cal. He is close to Tejon. Any help would be appreciated or at least point me in the right direction to look. Ive been on the DFG site, but can't seem to find any answers. He's is Tehachipi.

    Thanx in advance.

ps hopefully they'll open some areas so I can use my A31 tag this year.

You need to contact dfw about the plm tags. They will do a count of elk on his property and issue tags based on the count. Not sure what the formula is here but I know another state that for every 50 animals they count you get a tag. I'm guessing it is far less here though judging by the amount of tags some guys get.

There aren't any tags available in the draw for that area so like pieeater said your friend would have to apply for the Private Land Management program, but from what I read it's not all that easy. And according to the policies I read you can't hunt Elk during the first year the permit is issued.

I think I read somewhere that it's also based on the amount of acreage you have.

Here's a link to the policies if you want to check out more info:

Are those elk Tule Elk or are they part of the Rocky Mountain elk herd that were released at Tejon by DFG in the 60's?

I'm guessing the ones by Tejon due to the short distance as the crow flies. I know very little about Elk. Looks like a small chance draw or plm permit.
