Does DFG consider worms live bait?

Odd question, does California consider worms live bait?

The reason I ask is because I live in a community with two private stocked ponds and the CC&R's state no live bait can be used. My kids are too young to fish w/ anything but worms & bobber but recently one of the board members is claiming worms are live bait and is raising a stink.

I am pretty sure I read somewhere that DFG does not consider worms live bait but I cannot find it in writing.

    Thanks for your help.

Easy kill the worms first. I never consider it live bait as the rules pertains to if the bait gets away can it disrupt the Eco system.

        Thank you for the replies.

I found this quote from Ontario's Regulatory Guidelines for Bait and Gear Restrictions, "There are no restrictions on the use of earthworms or insects as live bait".

I am pretty sure I read something similar in California's fishing regulations and I was hoping someone more familiar might know where I can find it in writing.

        Thanks,
        Cam

          Did you just reference Ontario?

Live bait is live bait here in CA.

When I fish in "artificial only" areas it's strict as to what is considered live bait. "Anything alive"

Best bet if you want 100% clarification is to call the DFG and ask.

Does your HOA consider worms live bait? Because even if the DFW doesn't the HOA might and you would be violating their rules not necessarily state rules. So I'd ask them first what their definition is.

The CC&R's only state that live bait is prohibited, unfortunately one board member is arguing that worms are not allowed.

I totally get that worms are a living creature but (yes I referenced Ontario as an example) I am trying to argue that since California does not consider worms as "live bait", the HOA should not ban them from the ponds.

                Thanks
