AFAIK a lot of forum software only displays threads from the last X (being day, 2 days, weeks, etc.), although the settings can be tweaked a bit. So if there isn't much activity, the subforum looks empty because threads aren't displayed after a certain amount of time.
If you scroll to the bottom left of your screen when viewing the subforum it should say "Display Options" and underneath should have an option titled "From The" - pull the options down and select "past week" or whatever and click "Show Threads" to the right.
