As long as your not on the road when you take the shot and your 100% positive the property line ends at the fence not the road then yes, but you also need to take in to account the distance from any houses/buildings, min 150 yards from any occupied structure. And you need to be in an area that your allowed to discharge a firearm or shoot an arrow. Hope this helps.
When liberty is on the line who will be standing shoulder to shoulder with you?

A friend of mine road hunts in Washington. And this is not logging road hunting, it is driving around on county roads until he sees a buck crossing a road. He arrows it before it jumps into private property, but after it leaves the pavement. Up there, as long as you are not standing on the road, or shooting across it, you are OK. Not my cup of tea, but it's legal up there. He bags a buck every season. :P

Dont know about it, doesnt sound like a good idea. The fence could just be a setback from the roadway. Plus you are hoping your animal drops in its tracks without crossing onto private. Doubt this is legal but even if it was i wouldnt do it.
