He may have to drive a bit to get one. He might also have to do some waterproofing work on any old one he buys. Here are a few suggestions.
Do a search on craigslist. There are some in the Sacramento area.
Call a few local duck clubs and see if they have any they want to sell.

This looks like a good deal. I know it is a double, but the price is right. Might need some fiberglass work, but that is simple. Also, it has a plate at the bottom to prevent floating. If your buddy hunts with a dog, he can build a drop-in dog box and slip it in the side he is not hunting.

If they ever do burns where he's hunting, stick with steel or concrete.

He might want to consider a two man blind.
Even if he only hunts by himself, he can leave cover on the other side and that gives him a place to put his gear out of the weather.
