Help Understanding new Inland Fishing Regulations?

Been working part-time at a hunting/guns/fishing/tackle shop for about a month now. Yesterday a customer pointed out a new regulation that was in the 2018-19 Freshwater Fishing Regulations. It reads as follows:

(This can be found on Pg. 12 under Chapter 2: Statewide Regulations for Fishing in Inland Waters)
    Link to viewable PDF: http://www.eregulations.com/wp-conte.../18CAFW_LR.pdf

This regulation has everyone in the shop baffled, even the guys who have been fishing for 40+ years. It would seem to suggest that if you're fishing in anadromous waters, doing so with a weight of any kind attached, there must be at least 6 feet of line/leader between the weight and the terminal end of the hook/bait or lure.

.... Doesn't this make a great many fishing techniques illegal in anadromous waters or am I missing something here?

Thank in advance for your help, CGN anglers.

    Reread the Reg slowly...

    Unlawful.....unless the
distance between the terminal hook or terminal
lure and any weight attached to the line or leader,
whether fixed or sliding, is less than six feet.

Unlawful...unless the distance ....is less then six feet

Yeah you got it backwards OP. Your leader has to be LESS than 6 feet long.

      Reading is fundamental haha

        It is an anti-flossing regulation.

This regulation was enacted to prohibit the "fishing" (snagging) technique referred to as flossing.

This ^^^^^ Very common practice in some waters ever if people don't want to admit to it. I think some one here was bragging about some video he was in and how fast they where catching fish . And some one called them out. There no is need for a Leader 6 ft or lonnger . Unless your Fishing big sharks or something that will roll up in the line.
