    I did have an old 900mhz wireless phone that would mess with the meter. They send out a tech to troubleshoot the issue. I wasn't aware of any issues until the tech asked if I had any wireless phones. They gave me a new phone...

            I asked a friend and he said thin lead sheeting would work but that interference from an old wireless phones has caused more problems than people intentionally trying to interfere. Not sure why you would want to though, if its for privacy blocking it will just trigger an investigation which is like enviting them out to your property. If you have a computer in your house or a smart phone you have given up your privacy already, be aware and go about your day.

                Don't connect to the grid...

                You could build a transmitter and broadcast in attempt to jam the receiver. That video CitaDel posted shows the device chirping at varied frequencies too. Old microwave emitter (magnetron) mounted on a poll, and revolving fan blades so its spread about would prolly do the trick but also screw up any local electronics that can't handle noise. Also I wouldn't want to stand next to it for vary long either.
