It appears to be a navigation aid for aircraft call a VOR. Maybe military. If someone has a sectional map for this area they could tell you for sure.We must reject the idea that every time a law's broken, society is guilty rather than the lawbreaker. If you look at the following chart I believe it is the Fellows VOR
