Anyone know what the difference between milk powder (looking at a non-instant non-fat dehydrated milk) and products labeled sweet whey?

Whey powder comes off a milk product and is a by-product of some form of production, usually cheese making. Milk powder is the direct source powder of milk. Its like the sludge liquid left over after making cheese and they used to sell it to pig farmers and still do. Some wise guy figured out you could sell it to body builders.
