    Old, bogus story.

    The repeater was put at a government site without permission and the owner got upset when he got caught.

          A bearucrat made a unilateral decision based on incorrect information. Read the correspondence between Cal Fire and the lawyers for Shasta county, the issue is being corrected.

              Even if the state decided to not support amateur radio, the hams out there would still push forward with privately owned repeaters and they’d still use them for disaster communications.

                        I guess you never worked satellites, tropospheric ducting, or meteor scatter using FM on the VHF/ UHF bands. Let alone working the ISS (International Space Station), or for us old time hams The Space Shuttle...
