What kind of tracked vehicle is this?

it is not a snowmobile: a snowmobile has a single powered track and two steerable front skis.

it is not a bombardier: a bombardier has two powered tracks and two steerable skis

it is not a snowcat like one seen in The Shining: a "Shining" snowcat has two long tracks and no skis

this orange rig pictured here has four tracks and I believe at least the front set of tracks is steerable: this vehicle was featured in a 1968 TV episode of Lassie, White Wilderness, and was used by the US Forest Service in the TV show

this rig also has a steering wheel in the truck-like cab

can a vehicle like this only travel on snow? will it also work on sand or mud?

The movie called it a 'Snow Cat' but not the words 'Snow Trac' written on top of it. This movie vehicle has two tracks, like a tank or a dozer, not four.
