There is a colt 38 super in Santa Rosa (N. cal) for about 1000 not sure if it handles +p. Are barrels marked +P on guns in the same way revolvers are?

One reason is you can convert the 38 Super to 9mm and shoot it for half the cost of .45

or just reload 38 super and once you buy the brass still load the ammo at 9mm prices..

            You should read this.

Unless you are getting into serious competition and have a good reloading setup then the 38 super isnt a great choice. 38 super has almost exactly the same velosity as 9mm and you have to deal with a semi-rimmed cartridge which can be an issue with magazine feeding reliability. In order to get better velocity than a 9mm you need to exceed the SAAMI safety guidelines. Its not a problem in a gun that is built for that kind of pressure but shooting +p loads in a older firearm like a colt that wasnt designed for them could cause problems. If i were you I would find a nice 9mm that was designed to handle 9mm +p loads and just shoot that. That way you will be able to find free brass on the range and somewhat better component prices as well as requiring less powder due to the smaller case volume.
