Private party they aren't going to be willing to get it go for under $100, and with the $35 PPT transfer fee.....

I just called Riflegear and bought a JDMachine lower with custom serial number. Lower was $99, custom serial number $50, DROS $25 and tax $13.04. JDMachine indicates the wait is about 2 weeks for the customization.
