The title does not say much. There were sevral different models of Nagants, the 1878, 1883, 1884, 1886, 1887, 1893 and the 1895. Depending on the model, they came in a variety of calibers. There are taget models, SA, DA models. The Tula narrows it down a little but more info might get you a faster and more accurate response.

Not to be disrespectful, but wouldn't a Tula made nagant rule out all non-Russian and non-Soviet made revolvers leaving the 1895 model in 7.62?

I believe it would. But, the OP sid that the title said it all. Then he just said that he would prefer a Tula. He may be just out to get whatever he can or, he doesn't know that so many different models exist.

Sorry guys, i shouldve been more specific. Wrote the title right before going to class. I was looking for a model 1895 double action nagant revolver, tula arsenal made. (star with arrow). 1928-1941 date range for star with arrow.

date range because i know the 1928-1941 were the ones with a star with and arrow, then they started making stars with hammers or capital T's.. might be wrong with specifics on symbols, but they DID change their symbol style on certain years on the handgun.
