If anyone local can weld this back together for a fair price I'd be grateful. Doesn't even have to be pretty.

If you can't find someone to weld it you might try something like J-B Weld, way overapplied and then possibly some US coins, like quarters or nickels or whatever will fit and still allow a free swinging target, pushed into the top of your J-B Weld mend so that they might absorb some of future high shots into that area without breaking the J-B Weld or similar epoxy.

Just a less than $10 suggestion.
