Atlantic has some DIY kits for around $550. All you basically need is the furniture because these come built already.

I went through a similar situation down here in SoCal. I called pawn shops and gun stores to see what they had on consignment. Also asked if they were a distributor for any one (found one that was a Zastava one). Every once in a while I call and see if they have anything I would be interested in. Also be on the lookout for some on Calguns. Picked up a WASR 10 for $600 , with less than 250 rounds down the barrel.
