WTB: Glock 19 Gen 3, frame or complete [Bay Area]

As the title suggests, I am looking for a G19 Gen 3 complete or frame only. Black only, don't want to pay the off-roster tax. Ideally 400 or under for a complete pistol or 150 for a frame. Located in the East Bay.
