Yes if it is a parent or grandparent they can PPT you an off roster pistol from out of state. Talk to your desired FFL before you do it. Let them know you plan to have your family member ship the off roster pistol (it ships directly to the FFL not you) for a transfer.

Be aware your family member must gift the pistol to you. You cant give them the money and have them purchase it for you. That would be a straw purchase and would be illegal.

You know what I think your right. I think sibling may be a no go.
