I would buy it if you are willing to drive down to the bay area. I know its perfectly legal.

I had one of these PM-11's and sold it right here on Calguns. They are perfectly legal to own in California and can have the detachable mag as its just a regular o'le pistol. These can only be bought and sold in cali through PPT and there are many dealers who will do the transfer for you. What makes this pistol legal is the non-threaded barrel.I know the gun scares everyone when they first see it cause it looks so "evil" and yes thats why I bought one.I did sell here for alot more than what you were asking so you should have no problems selling it.
These are a "True" collectors item here as you cannot bring them in only sell them within the state.I know the "rare" PM-12's also pop-up here every now and then.

It's OK without threaded bbl. They're not listed by make/model either.

The frame/slide doesn't extend enough to be considered any kind of forward grip or shroud, and the mag is inside the pistol grip like any Glock or Sig or HK or 1911.

Tons of these have been PPT'd/consignment sale at gunshops for the last several years.

Put it back on up! I know one of us will enjoy the opportunity to own it.
