Skyler76, this is a C&R, is on the C&R list, is over 50 years old and is technically not an SKS, but Model 56 made in Cugir, Romania. It is indeed cash & carry in CA.

The C&R SKS's that do not currently qualify for Cash and Carry are:
Romanian Model 56 SKS types dated 1960 and thereafter.
Yugoslavian M59 (manufactured 1960-67) and M59/66 (manufactured from 1967 to 1970)
Albanian SKS (manufactured roughly from 1964-1979)
The C&R SKS's that do qualify for Cash and Carry are:
Romanian Model 56 SKS types dated 1959 and before (50 years or older)
ALL Russian SKS's (manufactured 1949-1956)
None of the Chinese SKS's qualify as C&R
Sorry to thread hijack, but I just wanted to clear things up for the sake of it.
Free bump!!

Actually you are partially incorrect.
SKS's (or SKS types) that are listed on the ATF Publication are C&R, period.
SKS's that are listed on the ATF Publication that are less than 50 years old are still C&R, period, but do not qualify for cash & carry in CA.
SKS's that are listed on the ATF Publication that have been converted to accept detachable magazines are no longer in their original configuration and are no longer C&R. Not only that, SKS's (and I mean in the strictest sense named on the gun - "SKS") with detachable magazines are considered "illegal assault weapons" in the State of CA. This is debatable however, because the Romanian Model 56 listed here is technically NOT an SKS (it's not marked on the gun "SKS", and technically could use detachable magazines). Disclaimer: I am not a lawyer.
SKS's such as the Yugo M59 that have a grenade launcher attached are still C&R, but are considered "illegal assault weapons" in the State of CA.
Again, I apologize for the thread jack, but I find it necessary to dispel the myths I see here. So somebody please buy this thing!
