Single-shot means it must actually be able to fire once. You'll either have to sell locally via PPT or to a Roster-exempt buyer (e.g., a LEO) if a <16" upper is not attached at the time of transfer. If it's shipped without an upper and transferred to a non-exempt buyer it could create some real issues if the FFL is subject to a physical inspection/audit by DOJ.Brandon Combs
