The spur is cut off but how about the SA notch on the hammer? Is it cut so that you can't even cock it to SA?

If you're talking about the revolver, it does not do SA. I tried to cock it for SA and it won't do it.

Based on this pic, can you tell if it's cut-off?

Not really, it's more internal and there is a notch that engages the sear to lock it for SA and if it is cut off, then there won't be anyway to engage the SA shot.
