I think these have to be DROSed fully assembled as a pistol with a single shot sled installed otherwise as a receiver alone they are not exempt.

Someone correct me if I am wrong.

Also, since they have never been DROSed, then how are they pistol lowers to begin with?

If they were originally DROSed as a pistol then it would make sense that these could be sold as a pistol via a private party transfer and all could be DROSed at once.

Hi all, the seller has explained to me that these were acquired legally out of state. Many states do not do a DROS and on the BATF form 4473, they were most likely listed as receivers. CA does not require registration of receivers. This is how they can all be PPTd as a pistol or rifle receiver all at once. The key is you will require a dealer (like BSP) willing to do this. It all now makes sense to me.

You might want to call around to local FFLs to see if they would DROS them, most now are requiring the pistol to be completely built before a PPT.
I know what you're thinking. Did he fire six shots or only five? Well to tell you the truth in all this excitement I've kinda lost track myself. But being this is a .44 Magnum - the most powerful hand gun in the world and would blow your head clean off, you've got to ask yourself one question--Do I feel lucky? Well, do ya punk!

That is true. But I wonder if the PPT involved a 1911 frame only would the same "rule" apply that it would have to be fully assembled? Something to think about.

                          Free bump to the seller!

Good question....I know the last two AR pistols I PPT'd had to be completely built out. I also used two different FFLs suggested by the sellers. One of them is in the suggested FFLs by the OP.

Even if CA doesn't require registration of receivers, if you intend to PPT them as a handgun, you may wish to voluntarily register them as handguns first. That way you have an official sanction they are handguns for just $19ea. Just make sure they have never been logged as a long gun (only as "other" or "handgun"), otherwise you'll have to get BATF authorization also.
