I think he means "off list lower" in which case would mean that it's not special. The "Panther" DPMS lowers are Specifically named in the Robert-Roos Assault Weapons Control Act of 1989
and were required to be registered by March 31, 1992. The SINGLE SHOT, LR-308, and A-15 are not listed by name and are OLL and okay for CA, His is there A15 and is off list but cannot be sold or PPT in that configuration.
