Is that lower dros'd as a pistol, or did it start life as an 80%'r.

If an 80%, there are requirements prior to selling it.

If not an 80% and not dros'd as a pistol, you have issues.

There are legal requirements to sell a completed lower, that started as an 80%. Engraving, serial number, and such.

You're better off disassembling the AR and selling all, minus the lower, as a kit.
