Is that Model 14-3 a single-action?
If so, it's Roster-exempt per 12133PC single-action revolver exemption; it appears otherwise dimensionally compliant (5 or more rounds, 3" or longer bbl, 7.5" or more overall length).
As Roster exempt, it could be shipped to any FFL in CA without worrying about local PPTs or special PPT etc.

It's double action. It just reminds me of CA's strange gun laws. Like a 25 pound 50 BMG Barrett bolt action is bad but the same gun in .416 Barrett cal. (a slightly smaller but just as powerful round) is good. Go figure?Comment
