Can't be purchased by us plebeians in CA unless it's on the CA roster or it's purchased by someone exempt like law enforcement. But anyone exempt will usually just buy their own. The Shield you have is not on the roster.

You can sell it as a private party transfer even if its off roster, and even if it hasnt been registered yet (the CA DROS will automatically register it) but as far as I know you have to transfer in person and you as the seller must be a CA resident with a valid CA drivers license.. I believe Off rosters can not be shipped?
