What does it mean the the FFl will transfer as a Frame/Receiver only. I am your average citizen. Not law enforcement or military. Can I buy the FCU, ned use the Sig website to complete the firearm?

Yes you can, the FCU's that SIG uses are considered the firearm, what your looking at is a "firearm" in the eyes of California. Do you buy it, then get whatever parts you want from SIG or other manufacturers to complete it.
