So for those who think “it’s weird”. As a FFL with CA Waiver = CLEFFL. I can sell to LE/GOV in California ONLY. No PPT transfers. I can sell online, if the firearm is NOT shipped to California. Considering 99.9% of my business is FEDERAL GOVERNMENT, this is what California requires. Hopefully this helps to clarify.
